Pending Legislation

Presented on October 29, 2004.In August 2004, the Supreme Court ruled that parts of this legislation were unconstitutional.

"A Bill to amend the Constitution of the Democratic Socialist Republic of Sri Lanka; to provide for declaration of Buddhism as the official religion of the Republic; to provide for binding the persons practicing Buddhism to bring up their offspring in the same; to provide for prohibiting convertion [sic] of Buddhist; to provide for establishing a council to advise the President on such matters; and for matters connected therewith or incidental thereto."  To view the legislation, click here.

On May 28, members of the opposition Jathika Hela Urumaya (JHU) party published a private member's bill in the Gazette entitled, "Prohibition of Forcible Conversion of Religion." To view this draft legislation, click here.

Act for Protection of Religious Freedom
(Government Bill)

Following the introduction of the private member's bill, "Prohibition of Forcible Conversion of Religion," the Hon. Ratnasiri Wickramanayake, Minister of Buddha Sasana introduced a bill to cabinet , "The Act for Protection of Religious Freedom" on June 16.  This draft legislation was approved by cabinet as a government bill to be presented to parliament.
